Self-Employment Act (draft bill)

What is happening

The government published the draft on 1 October 2026 for public consultation, which closes on 29 October 2026. Intended start date 1 January 2028, not yet final. Contains an independence test for the business and a separate test per assignment.

For zzp / freelance diensten. Will determine whether you are seen as self-employed, per business and per assignment.
